Master of Engineering Management Program (NCPACE)
INTRODUCTION AND ELIGIBILITY
The Master of Engineering Management (MEM) degree is designed for Naval officers (active and reserve), Government Service (GS), and government contractor personnel who meet specific entrance requirements. Twelve credit hours of graduate credit are awarded to qualified candidates based on successful completion of either the Bettis Reactor Engineering School (BRES), or both the Naval Nuclear Power School Officer Program (NPS-O) and Engineering Officer of the Watch (EOOW) qualification at a prototype. The remaining nineteen credit hours are delivered in CD-ROM format consisting of six three-credit courses and a seventh course--ENMA 605,1 credit hour. This nationally ranked MEM program builds upon the technical background of engineers while emphasizing the project management and leadership skills required in technology-based, project-driven enterprises.
To be eligible for this CD-ROM program, applicants must be a graduate of the NPS-O and EOOW at a prototype or BRES, and fall into one of the following categories:
- serving on active-duty in the U. S. Navy; or
- Navy reservist (if residing more than fifty miles from ODU main campus or an ODU distance learning site); or
- government service employee, BRES graduate, and assigned to NAVSEA-08; or
- personnel assigned to Bettis Atomic Power Laboratory (Bettis) and Knolls Atomic Power Laboratory (KAPL); or
- former active-duty U.S. Navy students who were accepted into the MEM program.
If students above desire to take courses offered on campus in Norfolk, Va or via television at an ODU distance learning site, they will still receive the twelve credit hours of advanced standing.
Other interested candidates may apply for the on campus or televised versions of the program; however, these applicants are not qualified for advanced academic standing as described above. Eligibility requirements for these students include:
- Undergraduate Degree in Engineering, Engineering Technology or Applied Science from an institution accredited by the Technology Accreditation Commission (TAC) of the Accreditation Board for Engineering and Technology (TAC/ABET).
- Undergraduate GPA of 3.0 for regular admission (may be waived to 2.75 for provisional admittance depending on academic preparation and GRE score)
- Two letters of recommendation
- Graduate Record Examination
- Work experience

The program builds upon the technical background of engineers and emphasizes project management skills specifically required in technology-based, project-driven enterprises, such as leadership, planning, scheduling, logistics, information systems, cost-estimating, systems engineering and quality. The Master of Engineering Management program seeks to prepare individuals to lead, organize, implement, manage and successfully complete technical projects.
Navy College "Program for Afloat College Education" (NCPACE) procedures govern course costs and operation for Navy students assigned to a sea duty command. When students are transferred ashore, tuition becomes the individual's responsibility. Eligible students ashore may use Tuition Assistance, Graduate Education Vouchers, or in-service Veterans benefits to defray tuition costs if desired.
